Relocation Policy & Practices: the Manufacturing and Construction Sector

How do specific industry sectors approach management of their global mobility programs and policies? Cartus Industry Profiles present snapshots of the different ways in which individual industries approach key issues related to the handling of their relocation programs, based on data compiled for the Cartus 2014 Global Mobility Policy & Practices survey.

An Inside View of the Manufacturing & Construction Industry

Our profile of the Manufacturing and Construction industry provides a summary of responses from individuals in that industry and compares them with overall survey responses. In this short video, I discuss some of the sector’s specific challenges and how HR practitioners in the sector are responding.

Increased Mobility Activity

The top reason cited by Manufacturing and Construction respondents for increased mobility activity was expansion into emerging markets (67% versus 50% overall respondents). This trend has increased 20 percentage points since 2012, when emerging markets was also the leading relocation driver, named by 48% of Manufacturing and Construction sector respondents. The next highest reason was overall company growth strategy, but this was much lower—15 percentage points—than overall companies (59% versus 47%). Other factors where Manufacturing and Construction companies differ the most from overall responses were increased support for global mobility—nine percentage points lower—and mergers and acquisitions or investment activity—six percentage points lower.

Policy Development and Modification

When asked which formal policies they were most likely to develop or modify over the next two years, Manufacturing and Construction companies most often cited long-term, commuter, and short-term. The policy that was highest (13 percentage points higher) when compared to overall companies was commuter (39% versus 26% overall), followed by intra-regional (32% versus 23%) and rotational (25% versus 16%), both nine percentage points higher. It may well be that Manufacturing and Construction companies are not only regional in their approach to mobility management, but also to where and how they manage their global talent.

Increasing Expenditures to Meet Business Needs

When asked in which areas they saw the most need to increase expenditures in order to meet their business needs, Manufacturing and Construction companies most often cited enhanced recruitment efforts to secure talent, significantly more often than overall company respondents (55% versus 37% overall). This finding makes sense in light of the fact that talent not available locally has gone up 10 percentage points since 2012, and the industry also cites better and proactive assessment of local talent as their number-two change to drive cost savings. Indications are that the Manufacturing and Construction industry is having a difficult time finding and retaining local talent and is looking to do a better job in that area.
